Revised Occupancy Cap for Renting Out HDB Flats and Commercial Property Living Quarters for a Better Living Environment
Effective 1 May 2018, the maximum occupancy for HDB apartments is capped at 4 person (for 1 & 2-room flats) and 6 persons (3-room flats and larger).
The changes seek to minimise disamenities caused by overcrowding, and to maintain a conducive living environment in our public housing estates.
HDB’s prior approval
All flat owners, as well as all commercial property owners and tenants, must obtain HDB’s approval before renting out their flats/ bedrooms/ living quarters of commercial properties.
Applications to rent out HDB flats, bedrooms or living quarters of commercial properties may be submitted online via HDB’s e-services. The outcome of the application will be made known immediately.
An administrative fee is payable with each application, at:-
(i) $10 per bedroom
(ii) $20 for the whole flat
(iii) $100 for living quarters (whole or partial) in commercial properties
Enforcement action will be taken against any infringement.
